Board of Directors

The Board of Directors is the governing body that exercises the powers of the association with regard to rules and regulations, contracts, assessments and other business of the association.

Here is a little information on all of our current Board of Directors:

Scott Behringer

Nellie Gail Resident for 4 Years

My wife Cheree and I relocated to Orange County 4 years ago for a new job opportunity and are very happy with our decision to live in Nellie Gail.  For the previous 19 years we lived in Ventura County in a community of estate homes on 2 to 30 acres in the Santa Rosa Valley.  For 18 of those years, I served on the Homeowners Board of Directors and was an active member of many local groups formed to preserve Open Space in the valley.  We have raised two wonderful children, Blake and Brittany, who are now out on their own in the San Diego area.  Cheree and I are very active in a number of sports and hobbies, and love to care for our variety of pets (dogs, cats, bird, horses, and goats).

I believe that Nellie Gail Ranch is a unique community that requires an active Board of Directors to fairly represent the interests of the homeowners.  With a diverse set of needs that includes equestrians, tennis players, swimmers, hikers, bikers, and other sports enthusiasts that needs to be a balanced approach to managing decisions on behalf of all Nellie Gail Ranch homeowners.  I have 18 years of experience serving on another board with the same type of unique requirements and would bring a balanced, community oriented, and fiscally responsible mindset to the Nellie Gail Ranch Board of Directors.

Loree Blough

Vice President

Nellie Gail Resident for 18 Years

Contact:

Born & raised in California, I have been married to a wonderful man-Dennis for over 25 years.  We have 2 great dogs & a cat that rules our house. I have a degree in Mechanical Engineering & have worked at Boeing for 23 years.

I have served both on the Board of Directors & as Executive Director of a Children’s Non-profit organization (Kids Konnected). My husband and I recently became certified for emergency response by the City of Laguna Hills Community Emergency Response Team (CERT).

Three years ago I became very involved in the community, first by volunteering to serve on the Events Committee and later by joining the Emergency Preparedness Committee where I serve as Treasurer.  As part of the Events Committee, I negotiated the park concert and the Christmas decoration contracts, saving the association a considerable amount of money.  We also created new events such as the wine tastings, photography contest & Christmas home decorating contest.  I have facilitated the compilation of a “How to Book” for all of Nellie Gail events to establish and document a process for each event and created a manual to pass on to future members.  As a member of the Emergency Preparedness Committee I have contributed over 200 hours toward building an emergency preparedness center at the HOA.  I have attended all but one Nellie Gail Board meeting in the past 3 years and have become very familiar with the issues and process for addressing the issues that our community faces.  If you have attended any of the concerts in the park, you might have seen and heard me as the announcer for the concerts.  You might have also seen some of my contributions to the Pony Express in the form of articles and photo collages.

I have a strong desire to serve our community & help keep Nellie Gail as a wonderful place to live.  I believe my Project Management skills will be an advantage in overseeing projects, enhancing trail & facilities maintenance & our other assets while improving cost containments and savings.  I will do my best to evaluate every issue and item brought before the board with a logical & fair mind and I pledge to work hard for our wonderful community.

Deirdre Spalding

Treasurer

Nellie Gail Resident for 15 Years

Contact:

I am a lifelong California resident and a happy Nellie Gail resident since 1996. I had a 25 year career in land development construction financial management; equestrian.

2004-2008 BIA member; 2000-2004 member Urban Land Institute; 2001-2003 Vice Chair University College Cork Alumnus Assoc.; 1995-2005 Srs. of St. Joseph Development Committee member and Fundraising Event Chairperson for years 1995, 1997, 1998; 1991-1994 OLQA School Auxiliary Board Member and Development Chair 1992-1993; 1991-1994 Bay View Terrace Homeowners Association Board member.

Finance Committee 2008-present; NGROA Board member 2004-2006; Member of the Nellie Gail Advisory Committee regarding City revisions to pet and livestock ordinances.

Maintenance of the Association’s parks, trails, open space and recreation centers are a priority.  These assets are the hallmarks of the Nellie Gail lifestyle and add value to our homes; but most importantly they make Nellie Gail a great place to live.

I would like to help adopt budgets that will provide quality Association services and assets by pursuing the best value in our contracts; not relying on ever-increasing dues. Also, to develop and continue the business plans for the recreation centers which insure they are self-supporting.

I wish to continue the work started on the Finance Committee in revamping the accounting and budget reports to have clarity and be timely.  The financial reporting should be transparent and simple so it can be a useful tool to the board, staff and homeowners.

In the past year, I have developed a strong partnership with the Nellie Gail Emergency Preparedness Committee and have made a commitment to help keep our neighbors safe in the event of a natural disaster. I have been closely associated with the development of the NG Emergency Preparedness Command Center, helping to install and maintain equipment while working to recruit Area and Block Captains to assist in the event of a natural disaster.  My wife and I are both enrolled in the next Laguna Hills Citizens Emergency Preparedness Academy (CEPA) session. This course is designed to teach participants basic preparedness skills needed to cope with and assist in the first 72 hours following a disaster.

In the past 35 years, I have spent a significant portion of my career as a corporate level executive involved with Fortune 500 electronics companies. I have served on several corporate boards and advisory committees for startup, entrepreneurial, companies lending my skills to high revenue growth.  I am confident that I can bring a strong skill-set to benefit NGROA and Board and I look forward to serving the community of Nellie Gail Ranch.

I was born and raised in Pennsylvania.  I have a BS from Purdue University, an MBA from UC Irvine and an AA in Interior Design.  I am married with two children (ages 11 and 14) and am currently the owner/principal of an interior design firm.

Although my family and I have only been in Nellie Gail for a short while, we already cherish the community.  Our daughter has been training with Mickey Hayden at the equestrian center for 3 years now and we rented a home here in Nellie Gail many years ago, so we have been a part of the Nellie Gail Ranch lifestyle for a while.  The open spaces, trails and rural feel make Nellie Gail Ranch an oasis in the midst of the hustle and bustle of Orange County.  We love this community and are so happy to be here.  I believe my education and work skills, along with my “live and let live” approach and my drive to get things done will enable me to be an effective member of the Board of Directors and to serve our special community.
